"Providing analysis, design and field review services for
First Nations projects presents a considerable
challenge. In the design phase, some of this challenge
involves searching for appropriate ways to incorporate
cultural expression and traditional values in the face of
economic constraints. In the construction phase, the
Consultant must be prepared to perform in the absence
of much of the regulatory framework that controls off-
reserve construction. In the end, there is no
substitution
for direct experience."
